Data sources and methodology

Greek Property Check is a pre-check, not due diligence. This page lists every public dataset our Core and Extended reports use today: who publishes it, what it can show for the parcel you confirm, and where it stops. Each report also names the sources behind every finding.

How a report is produced

  1. 01You find the property on the map and confirm one cadastral parcel. Its boundary, KAEK and mapped area come from our downloaded copy of the Hellenic Cadastre, dated 2 September 2026. If the parcel is not in that copy but appears in a Cadastre public exhibition (ανάρτηση), the exhibition outline is used and labelled as such. Seeing the parcel is free.
  2. 02After payment, the parcel is compared with every public dataset in your plan: four in Core, plus environmental and location context in Extended. Distances to OpenStreetMap features are measured from a reference point inside the parcel.
  3. 03Each check ends in one plain result: overlap with a mapped zone, contact with the boundary only, nearby, no match in the tested data, or source unavailable. Fixed rules produce these facts from the data, and each one keeps its source, evidence and limitations.
  4. 04Findings describe what public geospatial data suggests. They never call a property legal, safe, buildable, compliant or approved. Each finding comes with the question to ask your lawyer, civil engineer or accountant.

The datasets we use

Hellenic Cadastre parcels (operating cadastre)

What it shows
The parcel you confirm: its KAEK, boundary and mapped area. Every other check in the report is run against this parcel.
Coverage
Areas where the operating cadastre is in force, published as 13 regional files. Not every property in Greece is in the operating cadastre yet.
Data version
Downloaded snapshot dated 2 September 2026
Limits
A downloaded copy, not a live query and not an official cadastral extract. It does not verify title, ownership, encumbrances, legal boundaries or building permits. Corrections made in the Cadastre after the snapshot date are not reflected. Data source: Ν.Π.Δ.Δ. ΕΛΛΗΝΙΚΟ ΚΤΗΜΑΤΟΛΟΓΙΟ.

Hellenic Cadastre public exhibition parcels (ανάρτηση)

What it shows
The outline and reference of a parcel that the Cadastre has published for public review but that is not yet in the operating cadastre. The report labels it as an exhibition parcel.
Coverage
Used only when the parcel you confirm is not in the operating-cadastre snapshot but appears in an area under public exhibition.

Limits
An exhibition outline may still change before it enters the operating cadastre. It does not verify ownership, title or legal boundaries.

Flood hazard and flood risk maps

Whether the parcel overlaps a mapped flood hazard area or flood risk zone, or only touches its edge.
Coverage
National-scale mapping of the areas YPEN has mapped. Four layers: flood hazard and flood risk, each in a high- and a medium-probability scenario.

Limits
No match does not mean the parcel cannot flood. The maps do not capture local drainage, basements, recent works or insurance terms. Ask a civil engineer to assess the specific building and plot.

Natura 2000 protected sites

Whether the parcel overlaps a mapped Natura 2000 site, or whether one is nearby.

Natura 2000 sites in Greece (SCI and SPA designations), as published by YPEN.

Limits
Mapped designations only. They do not show permit status, buffer rules, pending designations or every environmental restriction. Ask your lawyer or civil engineer what a designation means for your plans.

Forest maps (δασικοί χάρτες)

What it shows
Whether the parcel overlaps a forest-map polygon, and which classification codes it carries. Forest maps cover all land, so an overlap alone is not a forest signal: only forest-law codes raise a high-priority finding.

Limits
The legal status of a forest map (posted, certified, under objection) is not encoded in the polygons, and a classification can be contested through official procedures. Ask your lawyer or civil engineer to check the official forest-map status.

Historic flood events

Coverage

Limits
A national snapshot of past events, not a forecast and not every local flood. It is separate from the flood hazard and risk maps.

Bathing-water monitoring zones

Limits
Covers monitored bathing sites, not every stretch of coast. It says nothing about the legal shoreline (αιγιαλός), seafront rights or beach access.

Rivers, streams and lakes (YPEN basemap)

The distance to the nearest mapped river or stream (within about 2 km) and the nearest lake (within about 5 km).

Limits
Location context only: not flood modelling, a legal watercourse boundary, water rights or a drainage study. A watercourse that is not on the basemap will not appear. Ask a civil engineer to check on site.

Municipality boundaries (Kallikratis)

What it shows
Straight-line distances from a reference point inside the parcel to the nearest mapped settlement, road, coastline, airport, port, bus stop, rail, metro or tram station, healthcare facility, pharmacy and supermarket.
Coverage
All of Greece. Completeness varies from area to area.

Dated extract; the date is shown in each report's source list
Limits
Volunteer-mapped data. Straight-line distance is not travel time, and a mapped road or service does not show legal access, road condition, opening hours or whether the service operates. Changes made after the extract date are not reflected.

NOAFAULTs active faults

Limits
Fault proximity only. It is not the official seismic zone (ΕΑΚ), and it says nothing about ground conditions or the structural safety of a building. Ask a civil engineer about the building's structure.

CHELSA climate averages, 1981–2010

What it shows
Long-term average annual temperature and rainfall for the grid cell nearest a reference point inside the parcel.
Coverage
All of Greece, on a grid of about 1 km.
Data version
CHELSA v2.1, 1981–2010 averages; snapshot built 22 September 2026
Limits
Modelled 30-year averages for a grid cell, not station measurements, local microclimate, a forecast or a climate projection. Least reliable in steep terrain and on very small islands.

What the report does not check

  • Title, ownership and encumbrances. These need a lawyer and a notary.
  • Building permits and legalisation. A civil engineer needs to review e-Adeies and the building file.
  • Buildability and zoning. These need confirmation from an engineer and the planning authority.
  • Short-term rental (STR / Airbnb) registration and rules. Ask an accountant and a lawyer to check AADE registration, municipal and building-rule requirements.
  • Market value, rent or yield. The report is not a price estimate or an appraisal.
  • Wildfire history. Ask an insurer or the seller about any known fire history.
  • The official seismic zone (ΕΑΚ). Extended shows only the distance to mapped active faults.
  • Archaeological and cultural-heritage restrictions.
  • Utility connections such as water, electricity and sewerage.
  • Terrain, slope and erosion.
  • Insurance pricing or eligibility.

Public geospatial data suggests where to look; it does not settle anything. When no signal was found in the tested layers, this does not prove absence of risk: a dataset can be incomplete, out of date, or mapped in less detail than a single parcel needs. If a source was unavailable when your report ran, the report says so instead of treating it as a clear result. Ask your lawyer or civil engineer to verify every point that matters to your decision.
